The United Terran Coalition, and its member states and territories, only trade with governments that meet certain very strict criteria. Ostensibly the practice ensures universal human rights, but it is widely regarded as yet another tactic to push smaller nations into petitioning for UTC membership.
Galactic Common Law (GLC) was drafted by volunteer constitutional experts to provide a framework for independent worlds. It meets all the requirements of UTC trade, but is designed to be easily expanded. This allows independent worlds to remain free and maintain their unique identity, while also trading with the single most powerful body in the galaxy.
