Without Faster Than Light technology, it would take years, decades, or even centuries to send messages from one system to another. Every occupied system has at least one FTL relay (often built into stations) that receives and transmits all comm traffic. Larger capital ships can also send FTL messages, but this method slower and less reliable than dedicated relays.
