The ice particles emit a broad spectrum of EMR, including visible light, though bluewaves are more prominent due to Cherenkov radiation. The rainbow effect is from light being refracted through the ice particles, but is only noticeable inside the cloud.

I'd like to explain how the anomaly formed, but if the best scientific minds of the 27th century can't figure it out, what chance do I have?
