Certainly the Daranir government and military appear to all be the bad guys in this, however they were certainly attacked and provoked into it by someone. Be it corrupt military officials, the UTC, the Souri or the Creer Syndicate, they were hurt bad during a time of tensions when the leader was preparing to try and ease those tensions.
The Cirin government are no innocents in all this though. As we've seen, corruption is rife in their order, probably more so in the political wing, and while the Daranir government/military appear fairly united in their stance against the Cirins, the Cirins seem to have a government system that involves alot of intrigue, back stabbing and political maneuvering for personal gain (not saying the Daranir don't have that, they just don't seem to have it as badly... possibly because of an iron-fist rule by the top order). The government officials are likely more interested in covering up their own corruption from the public than trying to hide whatever naughty tricks the military are pulling.
It'd be interesting to see what would happen if the tables were turned and the Cirins held some Darani planet under foot.
I can't help but feel that Whisper's origins with the Creer syndicate in Daranir are somehow the solution to all of this. Its a pitty the story is ending and we may never know the full details behind her amazing potential before the home accident. I'm still hoping for a published novel in the near/distant future from David though
