Maybe it's an outdated form of visual augmentation? More current versions could pipe visual data directly to the visual cortex in the brain, but Bob might use an older version that projects the information onto his eyes causing them to glow in low light environments.

That was my impression. Anything spinal mounted isn't going to be a great toy in a close in fight. Anyone else getting the feeling that the Vashnir with its lance is like a person trying to use a rifle in a melee? Knife fight was a very good analogy I think. That was my impression.
